Lawmakers outraged over another military sex case

WASHINGTON (AP) ? Lawmakers say they're outraged that for the second time this month a member of the armed forces assigned to help prevent sexual assaults in the military is under investigation for alleged sexual misconduct.

The back-to-back Army and Air Force cases highlight a problem that is drawing increased scrutiny in Congress and expressions of frustration from Defense Secretary Chuck Hagel. Lawmakers said it was time for Hagel to get tough with the military brass.

"This is sickening. Twice now, in a matter of as many weeks, we've seen the very people charged with protecting victims of sexual assault being charged as perpetrators," Sen. Patty Murray, D-Wash., said. "It's an astonishing reminder that the Pentagon has both a major problem on its hands and a tremendous amount of work to do to assure victims ? who already only report a small fraction of sexual assaults ? that they are changing the culture around these heinous crimes.

"Secretary Hagel needs to act swiftly to re-examine sexual assault services across the department to ensure that these disturbing betrayals of trust are ended," Murray said.

Hagel said he was directing all the services to retrain, re-credential and rescreen all sexual assault prevention and response personnel and military recruiters, his spokesman, George Little, said after Tuesday's announcement that a sergeant first class at Fort Hood, Texas, was accused of pandering, abusive sexual contact, assault and maltreatment of subordinates.

The soldier, whose name was not released, was being investigated by the Army Criminal Investigation Command. No charges had been filed.

Little said Hagel was angry and disappointed at "these troubling allegations and the breakdown in discipline and standards they imply." He said Hagel met with Army Secretary John McHugh earlier Tuesday and ordered him to "fully investigate this matter rapidly, to discover the extent of these allegations and to ensure that all of those who might be involved are dealt with appropriately."

The Fort Hood soldier had been assigned as an equal opportunity adviser and coordinator of a sexual harassment-assault prevention program at the Army's 3rd Corps headquarters when the allegation arose, the Army said.

"To protect the integrity of the investigative process and the rights of all persons involved, no more information will be released at this time," an Army statement said.

House Armed Services Committee Chairman Howard P. "Buck" McKeon, R-Calif., said in a statement he was "outraged and disgusted by the reports out of Fort Hood."

McKeon, noting he has a granddaughter in the Army, said he saw "no meaningful distinction between complacency or complicity in the military's latest failure to uphold their own standards of conduct. Nor do I see a distinction between the service member who orchestrated this offense and the chain of command that was either oblivious to or tolerant of criminal behavior. Both are accountable for this appalling breach of trust with their subordinates."

He called on Hagel to conduct a review of the military and its civilian leadership "to determine whether they continue to hold his trust and his confidence to lead in this area."

Just last week an Air Force officer who headed a sexual assault prevention office was himself arrested on charges of groping a woman in a Northern Virginia parking lot.

Sen. Carl Levin, D-Mich., chairman of the Senate Armed Services Committee, said in a statement his panel was considering a number of measures to counter the problem, including changes to the Uniform Code of Military Justice, and will act on them next month.

"Tragically, the depth of the sexual assault problem in our military was already overwhelmingly clear before this latest highly disturbing report," Levin said.

Sen. Kirsten Gillibrand, D-N.Y., said she intends to present new comprehensive legislation on Thursday to overhaul the military justice system by removing chain-of-command influence from prosecution of sex abuse crimes.

"To say this report is disturbing would be a gross understatement," Gillibrand said.

"The sad thing is that this is not a unique case,"Anu Bhagwati, former Marine captain and executive director of the Service Women's Action Network, said in an interview. "Week after week, we're hearing of cases across the branches of military leaders taking advantage of their positions of authority. "

The Pentagon is struggling with what it calls a growing epidemic of sexual assaults across the military. In a report last week, the Defense Department estimated that as many as 26,000 military members may have been sexually assaulted last year, based on survey results.

Of those, fewer than 3,400 reported the incident, and nearly 800 of them simply sought help but declined to file formal complaints against their alleged attackers.

There also is an ongoing investigation into more than 30 Air Force instructors for assaults on trainees at Lackland Air Force Base, Texas, and the recent arrest of the Air Force's head of sexual assault prevention on charges of groping a woman.

An Arlington County, Va., police report said Air Force Lt. Col. Jeffrey Krusinski was drunk and grabbed a woman's breast and buttocks in a parking lot earlier this month. The woman fought him off and called police, the report said. A judge has set a July 18 trial date for Krusinski.

Congressional anger over these incidents and two recent decisions by officers to overturn juries' guilty verdicts in sexual assault cases has precipitated a storm of criticism on Capitol Hill.

Sen. Claire McCaskill, D-Mo., is holding up the nomination of Air Force Lt. Gen. Susan Helms, tapped to serve as vice commander of the U.S. Space Command, until McCaskill gets more information about Helms' decision to overturn a jury conviction in a sexual assault case.

First Kurdish rebels arrive in Iraq under Turkey peace plan

HEROR, Iraq (Reuters) - Weary and caked in mud, the first group of Kurdish militants to leave Turkey under a peace plan descended a mountain into Iraq early on Tuesday to be met with embraces from PKK comrades, in a symbolic step towards ending a three-decades-old insurgency.

Kurdistan Workers Party (PKK) fighters began leaving their positions in southeast Turkey last week following a March ceasefire declared by jailed leader Abdullah Ocalan to end a conflict that has killed 40,000 people, ravaged the region's economy and opened Turkey to accusations of human rights abuses.

Just over a dozen men and women, members of a grouping long reviled in Turkey as terrorists and 'butchers', crossed the border in a valley at Heror near Metina mountain carrying kalashnikov rifles and rucksacks with rolled-up sleeping mats on their backs.

"For seven days we were on the road and the conditions were very tough. There was snow, it didn't stop raining and the road was muddy," said one of the newly arrived guerrillas called Sorkhwein, a hand grenade just visible inside her jacket.

The PKK is deemed a terrorist group by the United States and European Union as well as Turkey. Ocalan was sentenced to hang after capture by Turkish special forces in 1999 in Kenya, but this was commuted to a life term when Turkey abandoned the death penalty as part of reforms intended to open the doors of the EU.

The peace plan is a major gamble for Prime Minister Tayyip Erdogan who could face a nationalist backlash before elections next year. But opinion polls currently show a high level of public support for a process that could bring a degree of stability to a turbulent area bordering Iraq, Iran and Syria.

"Our issue will be solved with the release of our leader Apo (Ocalan) from prison. Then everything will be solved," Sorkhwein said as the rebels warmed themselves around a campfire where tea was brewing. Red-yellow-green PKK flags and a banner bearing Ocalan's moustachioed face hung in the background.

The PKK force is small but dogged, with 3,000-4,000 fighters in the mountains of northern Iraq and some 2,000 in Turkey, where they have targeted Turkish troops as well as bombed cities. The withdrawal is expected to take several months.

The group launched its insurgency in 1984 with the goal of carving out a Kurdish state in southeast Turkey but subsequently moderated its aim to autonomy for the mainly Kurdish region of the southeast.

In talks pursued by Ocalan and Turkish officials since last autumn, Kurds have pressed for constitutional reform recognizing the ethnic minority's cultural, political and linguistic rights with an end to stress on 'Turkish identity' that marks the current charter.

DRONES MONITOR WITHDRAWAL

Sorkhwein said the group did not see any Turkish military on the way but 21-year-old Welat Afrin, a Syrian Kurd who has been with the PKK for seven years, said Turkish reconnaissance drones had hovered overhead, apparently monitoring their journey.

The militants have accused the army of endangering the pullout, ordered by top PKK commander Murat Karayilan late last month, with drones and troop movements which they warned may trigger clashes.

"The journey was hard but with Apo as our leader nothing can break our will," Afrin said. "If there is a need for war we will fight. If there is no need, we will struggle politically."

He added that the militants could go and fight in Syria if Kurds there came under attack amid the two-year-old conflict between President Bashar al-Assad and insurgents.

The withdrawal was to be monitored on the Turkish side by the MIT intelligence agency and across the border by the Kurdish regional government of northern Iraq.

Turkey has pledged to maintain the fight against the PKK until they disarm, but Erdogan said they will not be targeted during the pullout. The PKK has reported Turkish artillery strikes in recent weeks, with no reports of casualties.

Erdogan had demanded the rebels disarm before leaving but the PKK rejected this, fearing they could come under attack as they did in a previous pullback. The PKK has warned it will retaliate if the Turkish army launches operation against them.

The militants said it was now up to Ankara to push the peace process forward with reforms to address the grievances of Kurds, who make up around 20 percent of Turkey's 76-million population.

"We ask the Turkish side to be sincere with us so we can achieve the common interest," said Ciger Gewker, another of the arriving militants.

"The next step is up to Turkey. If they deal with our move in a positive manner it will be quicker," he said.

'It was like they were POWs'

CLEVELAND (Reuters) - Two of the women imprisoned in a Cleveland house in conditions described as similar to a prisoner of war camp suffered from severe malnutrition and will require long-term therapy for injuries such as hearing loss and joint and muscle damage, two sources with direct knowledge said.

The basement where the women were held had chains coming from the wall, and dog leashes attached to the ceiling, the sources said. The women were restrained with them and duct tape in "stress positions" for long periods that left them with bed sores and other injuries, according to two sources with direct knowledge of the investigation, who asked not to be identified.

Gina DeJesus and Michelle Knight were in worse condition than Amanda Berry when they emerged from at least nine years in captivity at the home of Ariel Castro, accused of kidnapping and raping the women. Castro appeared to treat Berry better than the other two, the sources said.

"There is a reason why you have only seen a picture of Amanda (Berry)," said one of the sources, referring to the condition of DeJesus and Knight.

Berry, who broke down a door to freedom a week ago with the help of a neighbor, and then told police of the other women, was photographed smiling immediately after the dramatic rescue. Berry has a six-year-old daughter fathered by Castro in captivity.

In contrast, DeJesus wore a hooded sweat-shirt covering her head when she first went home last week, and Knight was hospitalized for days, and has stayed out of public view.

The sources said DeJesus and Knight were gaunt and had closely cropped hair when they were freed.

One of the sources, who has been in the house, said the basement had chains coming from the walls and "dog leashes attached to the ceiling." Knight and DeJesus told police they spent extensive time in the basement. A second source corroborated the details.

"One of the girls has difficulty moving her head around from being chained up," said one of the sources. The second source identified DeJesus as the woman suffering this injury.

"It was like they were POWs (prisoners of war). They had bed sores from being left in positions for extended lengths of time," a source said.

All the bedroom doors in the house had padlocks on the outside and the rooms were spare with only a mattress on the floor. Their movement through the house was very restricted, the women have told authorities.

"If he left for long periods of time he would sometimes duct tape-up the women over all parts of their faces, even their eyes, only leaving an opening so they could breathe. Then he would just rip it off pulling off skin and hair," one of the sources said.

A police report said Knight was starved for weeks at a time and punched in the stomach to induce several miscarriages. A county prosecutor intends to file fetal homicide charges against Castro in connection with the miscarriages.

The women, especially DeJesus and Knight, were now exhibiting signs of malnutrition as Castro used food as a means to torment them, one of the sources said.

"He would bring food to one or two of the girls and made the others watch as they or he would eat in front of them," the source said.

Knight and DeJesus would sneak food to each other, this source said.

Castro generally kept one woman upstairs and the other two - usually Knight and DeJesus - in the basement, the source said.

Despite their ordeal, a Cleveland city council member stressed that the women are reveling in their freedom.

"They are doing well, doing very well. They are thriving and enjoying their freedom," City Councilman Brian Cummins said on Monday.

The sources asked to be anonymous because they were not authorized to speak on the record. They were discussing some of the details of the captivity because they felt tight information control had left the impression that authorities ignored calls and reports about Castro's house that could have freed the women sooner.

Cleveland Police Chief Michael McGrath on Monday issued a statement defending the police department's policy of restricting information on the crimes.

"The disclosure of sensitive information and details of these horrendous crimes only further victimize three young women. The criticism of law enforcement efforts is disheartening. The dissemination of misinformation erodes the critical relationship between law enforcement and community," McGrath said.

Little is known about the relationship among the three women. Knight, who is now 32, Berry, 27 and DeJesus, 23, have not spoken publicly.

Psychologists say the women, who did not know each other before they were abducted, likely formed a bond that may have been strengthened by the young girl born during their captivity.

Knight delivered Berry's daughter in a plastic children's swimming pool and gave the baby mouth-to-mouth resuscitation, the police report said.

"The closest parallel would be prisoners of war," Sherry Hamby, a psychology professor at the University of South, Sewanee, said of the girl's possible relationship.

Berry and DeJesus, along with Berry's daughter, have since been reunited with their families. Knight, who is estranged from some of her family members, according to her grandmother, has gone into seclusion.

Terri Weaver, a professor of psychology at the St. Louis University, said although it remains unclear how regularly they interacted, the girls were likely helped by each other's presence.

"Having someone who has been a witness to those intimate details can really forge a powerful bond because there is a shared understanding," she said.

It is unclear how the women's relationship may develop as they put their lives back together.

Psychologists said that as people who have suffered traumatic experiences rebuild their lives, the bond is frequently maintained.

Other times, victims feel the best way to move forward is to put the whole period and those involved behind them.

Learning to recycle: Does political ideology matter?

May 14, 2013 ? Some targeted messages based on political orientation are more effective at persuading consumers to recycle, according to a new study in the Journal of Consumer Research.

"Given the sharp differences in attitudes toward sustainability, surprisingly little attention has been paid to understanding how to appeal to differences in political orientation in order to influence recycling. Unique appeals targeted to liberals and conservatives may be more effective at getting them to adopt environmentally conscious behaviors," write authors Blair Kidwell (The Ohio State University), Adam Farmer, and David M. Hardesty (both University of Kentucky).

In one study, consumers were asked about their recycling intentions after reading various appeals. Consumers who call themselves liberals were more enthusiastic about recycling when the focus was on fairness and reducing harm to others to create a sense of feeling good. Meanwhile, consumers who call themselves conservatives were more likely to express an intention to recycle when appeals focused on group membership, duty, or obligation to authority.

In another interesting study, consumers were asked about their intentions to recycle, purchase CFL light bulbs, and conserve water after reading persuasive appeals. Consumers who call themselves conservatives showed greater commitment to sustainable behaviors when the appeals were accompanied by patriotic images, while appeals displaying a well-known charity (Habitat for Humanity) had a greater influence on consumers who call themselves liberals.

"While there has been progress in getting consumers to embrace recycling, much remains to be done to uncover new ways to increase sustainable behavior. Persuasive appeals consistent with underlying political ideology can influence both sustainable intentions and behavior," the authors conclude.
