Israel indicts former foreign minister Lieberman

JERUSALEM (Reuters) - Israeli far-right leader Avigdor Lieberman was charged on Sunday with fraud and breach of trust, allegations that prompted his resignation as foreign minister two weeks ago, justice officials said.

Lieberman, who has denied the accusations, remains head of the Yisrael Beitenu party that has formed a coalition with Prime Minister Benjamin Netanyahu's right-wing Likud party ahead of a January 22 parliamentary election.

Israeli justice officials said Lieberman was indicted on charges relating to the promotion of an Israeli diplomat who had illegally given him information about a police investigation against him.

Under Israeli law, conviction on the fraud and breach of trust charges could disqualify Lieberman from holding a cabinet post in the next government.

Lieberman, who lives in a Jewish settlement in the occupied West Bank, has stoked controversy by questioning the loyalties of Israel's 1.5 million Arab citizens.

His comments have drawn accusations of racism but have also given him a large electoral following beyond his Russian-speaking base.

Earlier this month, he angered the European Union by saying it had not sufficiently condemned calls by Hamas Islamists for Israel's destruction, likening this to Europe's failure to stop Nazi genocide against Jews during World War Two.

The European Union foreign policy chief called the comments offensive and reiterated the bloc's commitment to Israel's security.

Born in Moldova, Lieberman emigrated to Israel in 1978. He became administrative head of the Likud party in 1993 and ran the prime minister's office from 1996 to 1997 during Netanyahu's first term. He left and formed Yisrael Beitenu in 1999.

Lieberman is the latest in a string of Israeli politicians to face corruption charges in recent years. Former Prime Minister Ehud Olmert resigned in 2008 after being indicted, though he has since been acquitted of most of the charges against him.

Kathy MacKinnon couldn't believe her eyes the other day.

The mother of Canada forward Nathan MacKinnon stood and watched in amazement as a bus pulled up to her hotel and unloaded another group of hockey fans from Canada.

"I was in pure shock," MacKinnon said. "It was overwhelming to see that many Canadians coming to this event, and they don't have a son playing. Incredible. Proud to be a Canadian. You introduce yourself and you want to connect with these people because you have the love of hockey in common."

Approximately 200 Canadians have trekked to this city of 1,000,000 that's 1,100 kilometres east of Moscow.

John and Rita Carroll run Destiny Tours out of Guelph, Ont., and this is the company's 10th trip to the world junior. No less than 106 fans travelled to the tournament with Destiny for packages starting at $5,300 and ranging to $7,200, depending on their city of departure. Thanks to geography, travel time from Canada was a minimum 22 hours.

Simon Mason-Wood, 68, is at the world junior from Dawson City, Yukon. He was wearing a black replica Dawson City Nuggets sweater as he sat in the stands and watched Canada beat the United States 2-1 Sunday.

In the concourse before the game, Russians stopped by to have their pictures taken with the Canadians, every one of whom was dressed in red and white.

"It has been a great experience," Mason-Wood. "The Russian people have been great. We have met some wonderful people. I like hockey, but I came along for the Russian experience as well."

Nearby was 65-year-old Alec Wallace of Toronto. He figured this is the 15th time he has followed Canada to an international hockey event. His first was the 1972 Summit Series.

"It's a lot of fun," Wallace said. "We're treated like royalty here and kids come up and want our autograph. I've been booked on this trip for two years.

"I just enjoy watching good hockey, especially this year when we don't have (NHL) hockey. My Leafs tickets are collecting dust."

Andy Rielly, the father of Leafs prospect and Canada defenceman Morgan Rielly, was as impressed as Kathy MacKinnon. Seven Canadian players have family members at the tournament.

"The people who have come here are cheering for Canada as much as we are, even though they are our sons," Rielly said. "Everyone is having fun, everyone is looking after each other. It really feels good."

And you can be sure the players have taken note. Those family members who are in attendance will have a party with the team after the New Year's Eve game versus Russia.

"With the fans in the crowd, we don't need any motivation," defenceman Ryan Murphy said. "Anyone who travels that far, it's amazing."

Wall Street tries to see past 'cliff'; outlook clouded

As investors gaze across the "fiscal cliff," some see a better economy on the far side, making stocks and risk assets more appealing and bonds less so in the year ahead.

But there are many caveats to that scenario and some of them will be decided in the next few days as politicians struggle to strike a deal that would avert a fall off the "fiscal cliff." The cliff is the double-barreled blow to the economy from the reversal of dozens of tax breaks and the onset of automatic spending cuts, agreed as a solution to the contentious 2011 debt- ceiling debate.

Congress meets Sunday evening and may consider the latest proposals.

Stocks were spooked in the past week by the lack of movement in discussions between Congress and President Barack Obama. As the market closed Friday, the absence of new developments during talks underway at the White House provided a void for selling. The Dow fell 1.2 percent to 12,938, giving it a loss of 1.9 percent for the week. The S&P 500 fell 1.1 percent to 1402, for a one week loss of 1.9 percent. The Nasdaq lost 2 percent for the week to 2960.

Congressional leaders late Friday left the White House without a deal, setting the stage for a weekend of raw nerves. Obama said he was still optimistic the Senate leadership could come up with a deal that would?pass both houses, but he also laid out a second plan for a straight up-or-down?vote on middle class tax cuts if they can't reach an agreement.

The president repeated that strategy in an exclusive interview on NBC's "Meet the Press" Sunday in which he scolded House Republicans for not having come to an agreement sooner.

"They say that their biggest priority is making sure that we deal with the deficit in a serious way, but the way they're behaving is that their only priority is making sure that tax breaks for the wealthiest Americans are protected," Obama said. "That seems to be their only overriding, unifying theme."

Obama said if Congress failed to agree on a deal and if the straight up-or-down vote was blocked, the first bill introduced in the new year would propose a cut in taxes for the?middle class.?

"Now I think that over the next 48 hours, my hope is that people recognize that, regardless of partisan differences, our top priority has to be to make sure that taxes on middle-class families do not go up. That would hurt our economy badly," Obama said.?

He warned that if there was?no deal by Jan. 1, it could hurt financial markets.?

"What's been holding us back is the dysfunction here in Washington," he said. "And if people start seeing that on January 1st this problem still hasn't been solved, that we haven't seen the kind of deficit reduction that we could have had had the Republicans been willing to take the deal that I gave them, if they say that people's taxes have gone up, which means consumer spending is going to be depressed, then obviously that's going to have an adverse reaction in the markets."

House Speaker John Boehner (R-Ohio) dismissed the president's criticism, and pointed the finger of blame at Obama.

"Republicans made every effort to reach the 'balanced' deficit agreement that the president promised the American people, while the president has continued to insist on a package skewed dramatically in favor of higher taxes that would destroy jobs," Boehner said in a statement reacting to the 'Meet the Press' interview.

"We've been reasonable and responsible. The president is the one who has never been able to get to 'yes,'" Boehner said.?

Obama: GOP's insistence on halting tax hikes for the wealthy is blocking 'cliff' deal

Stock futures fell sharply after the market closed Friday.?

"You could tell a lot of people were very skittish about their trades," said Patrick Kernan of Cardinal Capital. "Everybody is fearful of what exposure they have right now. Right now, we're thinking if they reach a deal we go back to around where we were a week ago, right around 1440" on the S&P 500. If there's no deal, "we think it goes down 30 to 50 points."

Kernan, who trades S&P 500 options, said the market was swarmed by investors seeking portfolio protection Friday.?

"The other side of this thing from an investment standpoint, is if there's a deal, I don't know what the number is but is it a five-percent rally from here? Is it a three-percent rally?" said?said James Paulsen, chief investment strategist at Wells Capital Management.? "There's risk on both sides of the trade, and I think that's been helping keep this reaction more muted than it otherwise might be."

"The cliff isn't December 31. The real cliff is somewhere down the line when the tax bite and spending cuts start to hurt," he said. "The most optimistic agreement was not that we got this done before the deadline.The most optimistic was we get it done right on deadline, and I think it was fully expected it would get really ugly right before that?the other reality is if it doesn't get done until mid-January it's not going to hurt anything."

Paulsen said the market's anxiety will increase the longer it goes on. "If we go over, the market reaction will start to build?I don't think it will fall apart if we go over. I think if we start to get to the second half of January, I think they'll get way more concerned."

Wait, There's More
Besides the action on Capitol Hill, there is the December employment report Friday and some other key data to look forward to in the week ahead. That includes Thursday's December car sales and chain-store sales and Wednesday's ISM manufacturing data. The minutes of the Fed's last meeting are also expected Wednesday afternoon.

But the outcome of the cliff discussion and congressional votes will be what drives markets in the week and months ahead, and what will ultimately decide whether the U.S. can be a driver of the global economy or a drag on it in 2013.

"I don't think the story is over yet," said Citigroup economist Steven Wieting. "We all expected agony . It just seems we keep adding to it."

"There's compromise that's needed and now seemed like a good time, but they already let the window substantially pass. The opportunity to have a really big framework has passed," Wieting added.

He?described a another possible scenario. "They're going to completely leave the debt ceiling out of this, and they're going to leave any signs of structural reform out of this. Then we have a deal that includes future cliff dates. That would leave uncertainty in play."

Yet, analysts and economists also see a possible optimistic outcome, where the cliff is fixed, at least in part, either by New Year's or several days later, and the debt ceiling and remaining issues are dealt with in the first part of the year. If that's the case, it might unleash economic growth, as consumer and business confidence improve.

"I think the global economy is going to surprise on the upside," said Ed Keon, portfolio manager with Quantitative Management Associates. Keon believes Congress will make a deal to avoid the cliff, and he sees gains in the U.S. economy as well as improvement in the European debt crisis and a pickup in the emerging world. "I think in the European situation, time is on our side and everyday things look a little better."

He also sees the U.S. ending the year with stronger growth. "It's hard to believe Washington would want to hurt the economy with malice of foresight," he said. "Doing a small deal will be viewed that they might be able to do a bigger deal."

Kind of a Small Deal
"We'll get a deal," said Steven Stanley, chief economist at Pierpont Securities. "It will be a small deal that will address some of the more onerous aspects of the cliff. Tax rates, they're going to have to address the AMT, and they're going to have to do something with sequestration cuts,?either delay them or rejigger them. I think they'll probably do something on state and dividend tax rates, the Medicare doc fix and they'll probably extend the unemployment benefits."

It's the bigger deal, on the debt ceiling, that will be most difficult and most important in terms of the longer term strength of the economy. Treasury secretary Tim Geithner warned this past week that the U.S. will reach the debt ceiling limit Monday, but that the Treasury can make some adjustments to keep the government funded for a couple months while Congress works out a deal. The hope is that Congress would find a way to deal with bigger tax reform and entitlement spending issues as part of that debate.

Forget the 'fiscal cliff," the debt ceiling is much scarier

Avoiding the cliff, even with scaled back tax increases,?will not leave the economy unscathed but it should not trigger the recession expected if the cliff were hit. "Basically if we let the payroll tax expire it's going to blunt consumer spending in the beginning of the year, even if we know about it," Stanley said. "The upper income tax increases are not a free lunch either. It's substantially lower than the full cliff."

One of the most public points of contention is at what income level, Bush-era tax cuts are reversed. Both Republicans and Democrats agree tax rates should remain the same for 98 percent of taxpayers, but the disagreement is over taxing the rich and that's what the Senate leadership will have to tackle this weekend.

Obama did not specify on "Meet the Press" which income level he would accept. He has consistently promoted $250,000 as the dividing line between those who would continue to benefit from Bush-era tax cuts and those who would see their taxes increase. But the figure has been a bargaining chip in the negotiations.

The economy could handle that and move on, Wieting said. "If it's a fiscal tightening between 1 and 1.5 percent of GDP, the economy would absorb that in a discrete way and probably move on to stronger growth in the second half of the year. It could be better. It could be clearer. It could be sooner," he said.?

Wieting said, however, the more unresolved issues and pushed-out deadlines there are, the worse it will be for the economy because business spending would remain constrained.

Here's what happens to you if we go over the fiscal cliff

Wieting expects growth in the beginning of the year of about 1 percent, and assuming a resolution of the cliff and debt ceiling issues,?growth could accelerate to 3 percent by the end of the year.

The economic data this week should continue to show the same slow growth in employment, but possibly stronger auto sales and improved manufacturing. Economic data, particularly housing-related data, has been largely better than expected.

Stanley expects the December nonfarm payrolls to be about the same as November's 146,000. "I have 150,000 but that includes a couple of special factors that I think will push the number up a little bit," said Stanley. One of those factors is the addition of couriers, temporarily hired to deliver holiday gifts. Last year, that category gained 40,000 in December, and lost the same amount in January, he said.

A better pencil sharpener? Inventor dreams of erasing life's annoyances

Long lines at amusement parks. Traffic stalled at rush hour. Cycling uphill. To most of us, these are just minor problems we face in an otherwise comfortable existence.?To Anwar Farooq, they are personal call-outs, challenges that he must answer with his own ingenuity. These days, the math?teacher and habitual?inventor is wrestling with the age-old problem of the?pencil sharpener.

"When I saw my students struggling with the regular pencil sharpener, I honestly knew that there must be an alternate approach, so I started thinking," Farooq, who teaches?at Maywood Academy,?southeast of Los Angeles, told NBC News.

That's not the first time Farooq "started thinking."

His inventions, spanning 1986 to now, may?seem whimsical at first, but on closer inspection are like early ancestors of devices in use today. There's a bike where your pedaling is boosted by an air compressor, for instance. If you replace the air compressor with an electric motor, you get today's battery-powered bikes.

There's?the Robocam, a?remote-controlled camera platform that's a precursor to telepresence robots and smartphone?videoconferencing apps alike.

For those annoying amusement park or movie theater?lines, Farooq proposes a chain of connected, moving chairs.?You take a load off, enjoy the?built-in entertainment system, and before long, it's your turn to get up and enjoy the ride or show. He calls it Waiting Is Fun.?It may seem far-fetched?... until Disney goes and installs one in Tomorrowland.

The idea Farooq seems most proud of is the?Rapid Commute. Cars traveling from the outskirts of a city?drive right onto a high-speed train, as if they were boarding a ferry boat. The train then brings them to a central location downtown, where they disembark. Next month he will be presenting it to the Transportation Research Board, an off-shoot of the non-profit?National Research Council,?at its annual meeting in Washington, D.C.

And then there's the?Quick N Silent pencil sharpener.?

Pencil sharpeners are, in fact, one of the few classroom technologies that have?not?experienced a radical redesign in the past century. The most common type of institutional sharpener, the hand-cranked type you can still see?mounted to a wall or the teacher's table in classrooms all over the world,?was introduced in 1904.

Sure, electric versions have been introduced, but?the cylindrical mills rotating in "planetary" fashion within?are still dominant ? despite the inconsistency of their results.

Nevertheless, when Farooq wrestled with how to modernize the?pencil sharpener, he didn't look to some?laser that could hone the tip of a pencil with micron-level precision. Instead, he found inspiration in the distant?past.

"I remembered that people carried pocket knives and they just used those to sharpen pencils quietly and efficiently."

He set to work on the new machine based on the same principles.

Farooq was always an inventor at heart, but he told us that, growing up in Pakistan, he never had a chance to exercise his creative capabilities. "Even if I had an idea, we were from the lower middle class, so we didn't have any money to do anything," he told us. "My biggest break is that I came to a country like America ??and now I can do those things I desire."

But even after moving to the U.S. in the 1970s, inventing hasn't been exactly easy for Farooq. In fact, following his dreams can at times be something of an expensive habit. "Of course it's a hardship to me and tight financially," he admitted. "My wife says, 'Why don't you take up gambling?'"

At least to him, though, the cost is worth it.?"I live for that, that excitement of finding something, of discovering something." He points out that the famed inventor Nicola Tesla died a poor man, but now they're building a Tesla?museum. Farooq doesn't expect a museum, but he does hope that his inventions will outlast him.

It may be his latest baby, the pencil sharpener,?that lives on. Even in our increasingly?digital world, Farooq feels strongly that pencil and paper, as?a medium for recording thoughts and images, won't disappear any time soon.?"Yes, it is old and unglamorous technology, but it's foolproof and works as advertised."

Its biggest asset is its low cost: "It's cheap enough to be owned by almost anyone in the world," he said.

When he finally figured out how to implement the pocket-knife method of sharpening, Farooq built a mock-up and?patented his design.

His prototype doesn't grind, like the rotary sharpeners in classrooms?worldwide. Nor does it shave around the edge, like the small twisty?single-blade sharpeners that predate the rotary type. Instead, it uses multiple blades to whittle down the edge from all sides at once. True to its name, the blades slice down the end of the pencil, exposing a sharp tip and plenty of lead in a single, silent pass.

Farooq is looking for funding to start manufacturing the device, which he has continually modified over the last few years in his spare time.?A crowd-funding attempt at?Fundageek, a website for inventors, has not produced much income. But he intends to put a more complete version of the device up for consideration on Indiegogo, a larger platform for collecting funding.

In the meantime, Farooq will keep on inventing. His own modest?website lists two things ? Personal Safety 360 and GPS Live Cam ??that he isn't ready to discuss publicly.

"When I came to this country,?I wanted to do something positive, a legacy to leave behind." Whether his inventions find widespread adoption or not, Farooq's insatiable inventor's spirit may continue to inspire the kids in his classroom ??as well as those who encounter him through his growing portfolio.

Large banks risk getting caught in "perpetual" cycle of bankruptcy like aerospace companies and carmakers unless they radically alter the way they do business, according to a leading industry consultant.

Alix Partners, one of the most influential advisers to senior banking executives, warns that global investment banks must tackle head-on issues such as bonuses and their addiction to the "steroids" of debt-fueled growth.

"Just look at the auto manufacturing and commercial aviation industries, where over the past two decades, changes in regulatory and operating environments combined to render formerly solid businesses into perpetual wards of the bankruptcy court," said the consultants.

According to Alix, investment banks still pay their staff far too much, pointing out that the "overpayment effect" last year was $18bn (?11bn), or close to 30pc of the world's top 15 banks' combined pre-tax profits.

Senior bankers agree lenders must change their ways if they are survive. The head of one major British bank said he agreed with the findings and that those businesses, which did not adapt to the new world, would "die".

"There was a major change in 2008 and a lot of people seem to be acting like it never happened. The choice is pretty stark; you can either carry on as you are and disappear into irrelevance, or you can change. There is no other option," he said.

Investment bank revenues have fallen by 31pc in the past three years as earnings have been hit by the combination of a slowing global growth and tougher and more costly regulation.

Despite efforts to cut costs that have seen average bonuses halve between 2007 and 2011, Alix Partners said this was just "protracting the slow, but inevitable, disappearance into irrelevance of a business that badly needs to be reinvented".

Alix recommends that global investment banks should consider "breaking up" their businesses before they are forced to by regulators. To do this, it says banks need not pursue full separation, but could allow the creation of "internal marketplace".

In practice, this would mean banks unbundling some of the services they currently provide, cooperating more with rivals to reduce costs, and outsourcing operations.

In Britain, Barclays is currently in the middle of a strategic review commissioned by its new chief executive, Antony Jenkins, that is expected to lead to a radical overhaul of its investment banking arm and the rest of its business.

Meanwhile, Royal Bank of Scotland remains under pressure from the Government to continue shrinking its investment bank, as well as considering selling off large parts of its international business, including its US retail bank.

However, while British lenders have been at the vanguard of the change, many banks remain relatively unchanged four years on from the financial crisis that saw several investment banks become extinct.

"In fact, it seems the current taxonomy of business models could have been written in 2007, with just a few amendments," said Alix Partners.

Dealer Pleads Guilty to Smuggling in Largest International Dino Case Ever

A fossil dealer's guilty plea has set the stage for what is most likely the largest dinosaur fossil repatriation in history, according to an attorney representing the President of Mongolia, the country that will receive most of the fossils that federal officials are seizing from fossil dealer and preparer Eric Prokopi.

On Thursday (Dec. 27) Prokopi pleaded guilty to criminal charges related to smuggling fossils and agreed to forfeit a small menagerie of dinosaurs to federal officials. All but one of the dinosaurs in question came from Mongolia, where law makes fossils state property, and among them is a high-profile skeleton that received a $1.05 million bid at auction.

"We have looked into this, and we can't find any instance anywhere when one country has returned to another a lot of dinosaurs this large and this significant that have been looted or smuggled," said Robert Painter, attorney for Mongolian President Elbegdorj?Tsakhia.

The outcome has set precedent in other ways, according to observers and others who are involved in the case. In particular, some believe it will send a message to those involved in the black market for fossils, particularly those taken from Mongolia, which have been widely available for sale.

A long list of dinosaurs

In May, Prokopi put his 8-foot-tall and 24-foot-long (2.4 meters by 7.3 meters) Tarbosaurus bataar specimen up for auction. President Elbegdorj and several paleontologists objected, saying the dinosaur was almost certainly pilfered from Mongolia. The Manhattan U.S. Attorney became involved and sought legal possession of the dinosaur with the intent of returning it to Mongolia and later arresting Prokopi. In a plea deal, Prokopi pleaded guilty to three felony counts and agreed to give up his claim on this dinosaur, plus fossils from two other Tarbosaurus bataars, which are Asian relatives of the infamous T. rex; one Saurolophus or duck-billed dinosaur; and two birdlike Oviraptors. In September, federal officials seized another Saurolophus that Prokopi had sold to California-based gallery and auction houseI.M. Chait. A small four-winged Microraptor from China was taken by federal officials before this case began. One of the Tarbosaurus fossils is believed to be in Great Britain.

"We are pleased that we can now begin the process of returning these prehistoric fossils to their countries of origin," Preet Bharara, the U.S. Attorney for the Southern District of New York, said in a statement.

Prokopi's prospects

After pleading guilty to charges of smuggling, making false statements on customs forms and dealing in fossils he knew to be illegal, Prokopi faces a maximum of 17 years in prison and a substantial fine. However, his defense attorney Georges Lederman said he believes it is highly unlikely Prokopi will receive anything close to the maximum sentence.

"We are confident that the sentence imposed will be a fair and reasonable one and will take into account all the proactive measures my client has made," Lederman said, noting that Prokopi has cooperated with investigators and, as part of his plea deal, will continue to do so.

The outcome of the case disappointed David Herskowitz, an independent natural history consultant. While employed by auction house Heritage Auctions, Herskowitz arranged for the sale of Prokopi's Tarbosaurus.

"I know Eric, and I know he is not a criminal," Herskowitz said. "I don't believe he knowingly broke any laws, and I believe the only reason why he had to cop a plea was financial and the pressures [of being involved in a court case]."

Prokopi spent a year preparing the Tarbosaurus fossils, which were once rough fossils that made up about 75 percent of a skeleton, to create a complete, mounted specimen with the intent of selling it at auction, Herskowitz said. But the $1 million sale was never completed.

Since releasing a statement in June, in which he described himself as "just a guy in Gainesville, Florida trying to support my family, not some international bone smuggler," Prokopi has been silent.

At roughly the same time federal officials seized the Tarbosaurus bataar, fossils of probable Mongolian origin were easily found in auction catalogs and on eBay. Herskowitz noted that he has seen Mongolian fossils for sale during the 20 years he has been working in the field.

"Mongolia never stepped forward to do anything about the buying and selling of Mongolian fossils, and that was the reason why everyone felt it was legal and OK," Herskowitz said.

A legal question

With the deal still fresh, not everyone agrees about its legal implications. An important issue in the case was the relationship between Mongolian law ? which Prokopi?s civil attorneys said did not clearly make fossils state property ? and U.S. law. This is important because prosecutors were basing the claim that the fossils were stolen on Mongolian law, however, Prokopi was being prosecuted under U.S. law.

From Herskowitz?s perspective, the plea deal doesn?t resolve this issue, but the ambiguity will likely change the market.

??I would believe that no one should be selling Mongolian fossils until this whole thing is resolved,? he said.

Ricardo St. Hilaire, an attorney who practices cultural law, disagreed, saying that the deal created a foundation for using Mongolian law on cultural property to invoke U.S. law on stolen property.

"This conviction should signal to those of us in the legal community and to anybody in the collecting community that Mongolian law has served as the basis to trigger the National Stolen Property Act," St. Hilaire said. The case and its outcome signal the willingness of the Manhattan U.S. Attorney to pursue cultural property cases, said St. Hilaire, who has been following the case and writing about it on his blog.

Robert Painter, attorney for the Mongolian President, put the significance in more blunt terms: "Smugglers like Eric Prokopi used to think they could do this with impunity. Now they realize this is very serious."

The Mongolian reaction

Mongolian officials have announced plans to establish a temporary facility in the central square of the capital Ulaanbataar to display the dinosaurs once they return, Painter said.

"President Elbegdorj and Mongolians are so grateful for what the U.S. government has done, there is just a tremendous amount of excitement," he said.

The dinosaur's saga from auction block to courtroom has captured Mongolians' attention: A Mongolian media company, shuud.mn, named the dinosaur's story the top event of the year, said Bolorsetseg Minjin, a Mongolian paleontologist who has advocated for the return the dinosaur.

"It is not only on the news, just talking to the people in Mongolia, they really want to know what is going on with the whole case," Minjin said.

Mongolian officials are investigating the illicit trade within their own borders as well, Painter said.

Fossil dealer's guilty plea ends dino dispute

A Florida fossil dealer pleaded guilty to smuggling charges Thursday and agreed to give up a celebrated $1 million dinosaur skeleton that was seized by the U.S. government earlier this year for eventual return to Mongolia.

Eric Prokopi, 38, said he would surrender the 70 million-year-old Tarbosaurus bataar skeleton, known as "Ty," and give up any claims to six other dinosaurs and various other bones in a cooperation deal that might win him leniency from charges that carry a potential prison sentence of up to 17 years.

Assistant U.S. Attorney Martin S. Bell read a list of the dinosaurs to Magistrate Judge Ronald L. Ellis, saying a second substantially complete tyrannosaur skeleton was found at Prokopi's Gainesville, Fla., home, while a third was believed to be in Britain.

Bell said the government will also get to keep a Chinese flying dinosaur that Prokopi illegally imported; a skeleton of a Saurolophus, a duckbilled, plant-eating dinosaur from the late Cretaceous period; and two oviraptor skeletons, one found at Prokopi's home and the other at another residential dwelling in Florida. The oviraptors have parrotlike skulls.

"It's among the larger dinosaur shopping lists you'll see today," Bell told the magistrate judge.

In a release, U.S. Attorney Preet Bharara said: "Fossils and ancient skeletal remains are part of the fabric of a country's natural history and cultural heritage, and black marketers like Prokopi who illegally export and sell these wonders, steal a slice of that history. We are pleased that we can now begin the process of returning these prehistoric fossils to their countries of origin."

The government accused Prokopi of smuggling bones into the country illegally from Mongolia before assembling them into a skeleton that was sold by Dallas-based Heritage Auctions for $1.05 million, a deal that was suspended pending the outcome of litigation. The government said the dinosaur skeleton was mislabeled as reptile bones from Britain.

Free on bail
Prokopi remains free on bail pending a sentencing scheduled for April 25. After his plea Thursday, he immediately went with prosecutors to their offices without commenting.

In a statement last spring, Prokopi defended his handling of the dinosaur, saying the value of the bones was labeled much lower than the eventual auction price because "it was loose, mostly broken bones and rocks with embedded bones. It was not what you see today, a virtually complete, mounted skeleton."

Prokopi pleaded guilty to conspiracy for importing the Chinese flying dinosaur, entry by goods by means of false statements for importing Mongolian dinosaurs and one count of interstate and foreign transportation of goods converted and taken by fraud.

In describing his crimes, Prokopi said he wrote an email to a fossil dealer in China in 2010, instructing him to mislabel customs documents to make it appear that the bones of a Chinese flying dinosaur were worth less than they were.

He said that from 2010 to 2012, he arranged for shipments of fossils from Mongolia to be described in customs documents as if their country of origin were Great Britain.

'Vague and misleading' statements
The magistrate judge asked Prokopi if the country of origin on the documents was an important fact.

"Well, apparently," Prokopi said, prompting a brief discussion between the prosecutor and Prokopi's defense lawyer.

Afterward, Prokopi said the labeling of the relics was purposefully "vague and misleading so that they didn't bring attention to the shipment."

The magistrate judge asked him what would have happened if he had labeled them accurately.

"Probably nothing," Prokopi said, pausing and then adding, "or it may not have been allowed to be imported."

Indian rape victim fighting for her life

NEW DELHI (AP) ? The victim of a gang-rape in New Delhi fought for her life at a Singapore hospital Friday as officials in the Indian state of Punjab fired and suspended police officers accused of ignoring the rape of another woman, who then committed suicide.

Indian authorities have been accused of belittling rape victims and refusing to file cases against their attackers, further deterring victims ? already under societal pressure to keep the assaults quiet ? from reporting the crimes.

However, the gang-rape of the 23-year-old student on a moving bus in the capital two weeks ago has brought new focus on police and community attitudes toward woman in India. Demonstrators in New Delhi have demanded stronger protections for women and stronger punishment for rapists.

Authorities in Punjab took action Thursday when an 18-year-old woman killed herself by drinking poison a month after she told police she was gang-raped.

State authorities suspended one police officer and fired two others on accusations they delayed investigating and taking action in the case. The three accused in the rape were only arrested Thursday night, a month after the crime was reported.

"This is a very sensitive crime, I have taken it very seriously," said Paramjit Singh Gill, a top police officer in the city of Patiala.

The Press Trust of India reported that the woman was raped Nov. 13 and reported the attack to police Nov. 27. But police harassed the girl, asked her embarrassing questions and took no action against the accused, PTI reported, citing police sources.

Authorities in the eastern state of Chhattisgarh also suspended a police officer on accusations he refused to register a rape complaint from a woman who said she had been attacked by a driver.

Meanwhile, doctors in Singapore said the New Delhi gang-rape victim remained in extremely critical condition, had suffered a heart attack, a lung and abdominal infection and "significant" brain injury.

"The patient is currently struggling against the odds, and fighting for her life," said Mount Elizabeth Hospital chief executive Dr. Kelvin Loh.

Police have arrested six people in connection with the attack, which left the victim with severe internal injuries.

"We wish she recovers and comes back to us and that no time is lost in bringing the perpetrators of such a barbaric act to justice," said Sonia Gandhi, head of the ruling Congress Party.

Other politicians have come under fire for comments insulting the protesters and diminishing the crime.

On Friday, Abhijit Mukherjee, a national lawmaker and the son of India's president, apologized for calling the protesters "highly dented and painted" women, who go from discos to demonstrations.

"I tender my unconditional apology to all the people whose sentiments got hurt," he told NDTV news.

Gunman dead after shooting 3 cops at station

The gunman who shot three officers after a "violent struggle" at a New Jersey police station early Friday is dead, officials said.

The suspected shooter had been brought into Gloucester Township Police station?for a domestic incident when he got into a confrontation with officers, reported?NBC's Philadelphia affiliate, NBC 10.

"A violent struggle occurred while the suspect was being processed," Deputy Chief David Harkins said. The man was able to grab a gun and then opened fire.

One of the injured officers was rushed to surgery after being shot below his bulletproof vest, and the other two were hospitalized with minor injuries.

The shooter was killed by police during the confrontation, according to Chief W. Harry Earle.?The investigation was ongoing.?

Gloucester is located in central New Jersey, about 15 miles outside Philadelphia.
